Yes, and it is usually the better sequence. A site built without search in mind needs retrofitting later — URL structure, rendering and internal linking are cheap to get right during a build and expensive to change afterwards. We can also market a site we did not build; that just starts with an audit of what is there.
Frequently. The two overlap more than most agencies admit: page speed, crawlability, rendering and site architecture are development decisions that decide SEO outcomes. Where a build and a search campaign run separately, the developer usually ships something the SEO work then has to undo.
It depends what is limiting you. If people find you but do not convert, that is a design and UX problem. If nobody finds you, it is search. If you need leads this quarter rather than next, start with paid. When it is genuinely unclear, an SEO audit is the cheapest way to find out.
